Demand of Accountability: Osun citizens speak out against accountant-general’s actions

The concerned citizens of Osun State, has strongly condemned what it described as the unprofessional actions taken by the Accountant-General of the Federation, Mr. Shamseldeen Ogunjinmi FCA, in a letter dated June 10, 2025. 

The group, in a statement on Wednesday, said the letter, signed by Mrs. Okolieaboh Rita O. FCA, Director (Federation Account), was improperly addressed to the APC Secretariat instead of the Association of Local Governments of Nigeria (ALGON) at its official address.

According to the group, the letter was addressed to a political party secretariat, APC Secretariat, instead of ALGON at the Ministry of Local Government and Chieftaincy Affairs, Osun State Government Secretariat, Abere, Osogbo.

The statement reads: “Condemnation of Unprofessional Conduct by the Office of the Accountant-General of the Federation”

“We, the concerned citizens of Osun State, write to strongly condemn the deliberate and highly unprofessional action taken by the Accountant-General of the Federation, Mr Shamseldeen Ogunjinmi FCA. In a letter dated 10th June 2025 with Reference No: OAGF/FA/FA/444/LGC,S/29/VOL.1/119/D(FA), signed by the director (Federation account) Mrs. Okolieaboh Rita O. FCA.

“It is deeply regrettable and shocking that an official correspondence emanating from such a highly esteemed and sensitive office was addressed not to the legally recognized government office, but instead to a political party secretariat, the APC Secretariat, located at c/o Km 13 Gbongan-Ibadan Road, beside GTBank, Ogo-Oluwa, Osogbo.

“This letter, which should have rightly been directed to the Association of Local Governments of Nigeria (ALGON) at its appropriate official address, Ministry of Local Government and Chieftaincy Affairs, Osun State Government Secretariat, Abere, Osogbo, Osun State, was instead misdirected to a partisan location, a move that is not only irregular but reeks of political bias and administrative recklessness.

“Worse still, this improperly addressed letter was the exact document the sacked YES/NO APC Chairmen presented at the CBN Osogbo branch on Thursday, 19th June 2025, to illegally obtain account opening forms and mandate documents. This conduct directly undermines the clear ruling of the Court of Appeal delivered on 13th June 2025, which reaffirmed the legitimacy of the February 22nd Local Government Elections in Osun State, where PDP candidates emerged victorious and the controversial APC YES/NO Chairmen were lawfully sacked.

Furthermore, it has come to our attention that the said letter not only endorsed these sacked individuals but also included a partisan list of those to be granted account mandates for each local government, thereby promoting an unlawful political agenda under the guise of federal authority. This is an egregious violation of public trust and an affront to the integrity of the office of the Accountant-General of the Federation. 

It must also be stated that this act is in direct contravention of the Federal Government’s position, under the leadership of President Bola Ahmed Tinubu, which upholds due process and lawful governance.

In light of these facts, we demand the following:

1. Immediate withdrawal of the referenced letter addressed to the APC Secretariat;

2. A public clarification and correction of the directive;

3. The reissuance of the letter, properly addressed to the recognized ALGON office at the Ministry of Local Government and Chieftaincy Affairs, Abere, Osogbo;

4. An internal review within the OAGF to investigate and sanction those involved in this grave misstep.

We call on all relevant oversight institutions, including the National Assembly Committees on Finance and Public Service, to take this matter seriously to protect the sanctity of public service and to prevent any further abuse of office.

Let it be known that Osun State is not a playground for partisan manipulation. We are a state governed by law, order, and due process, and we will not remain silent in the face of injustice and institutional compromise.

We demand accountability. We demand professionalism. We demand justice.

Attached herewith is the erroneous letter that was issued.
