SMATO sponsors bill, seeks establishment of Nigerian Institute of Cashew Research in Eesade Ogbomoso for economic expansion
Member of House of Representatives, Ogooluwa/Surulere Federal Constituency, Hon. Makanjuola Smato has called for the amendment of Nigerian Research Institutes Act Laws of the Federation of Nigeria 2004 to establish Nigerian Institute of Cashew Research, Eesade, Ogbomoso, Oyo State.
He made the call while sponsoring a bill on the floor of the house on Thursday.
Makanjuola’s bill, titled, “An Act To Amend Nigerian Research Institute Acts Law of the Federation of Nigeria 2024….”, is to provide research and training and other technical services relating to the cultivation, processing, and utilization of cashew and its products.
Below is the bill:
AN ACT TO AMEND NIGERIAN RESEARCH INSTITUTES ACT LAWS OF THE FEDERATION OF NIGERIA 2004, TO ESTABLISH NIGERIAN INSTITUTE OF CASHEW RESEARCH, EESADE, OGBOMOSO, OYO STATE TO PROVIDE BASIC AND APPLIED RESEARCH INTO AND FACILITATE ACCESS TO RESOURCES, TRAINING AND OTHER TECHNICAL SERVICES RELATING TO THE CULTIVATION, PROCESSING, UTILISATION AND ECONOMY OF PRODUCTS OF CASHEW; AND FOR RELATED MATTERS.

ENACTED by the National Assembly of the Federal Republic of Nigeria –
- The Nigerian Research Institutes Act Laws of the Federation of Nigeria (in this bill referred to as “the Principal Act”) is amended as set out in this Bill.
- The Long Title of the Principal Act in Line 2 is amended by inserting after the existing word “Cocoa” and the new word “Cashew.”
- Section 1 of the Principal Act is amended in:
(a) subsection (1) by deleting the word “four.”
(b) subsection (1) by inserting new paragraph “(b)”-
“(b) the Nigerian Institute of Cashew Research, Eesade, Ogbomoso, Oyo State.”
(c) subsection (1) by inserting after the existing expression “the Cocoa Institute”, new expression “the Cashew Institute”
(d) in subsection (1) by renumbering the subsection appropriately.
(e) in subsection (2) by deleting the word “cashew” in paragraph (a).
(f) in subsection (2) by inserting a new paragraph “(b)”-
“(b) the production and products of cashew and of such other as the Minister may, from time to time, determine, in the case of the Cashew Institute;”.
(g) in subsection (2) by renumbering the subsection appropriately. - Section 3(3) of the Principal Act is amended in paragraph (d), by inserting after the existing expression “the Cocoa Institute,” expression “the Cashew Institute”
- Section 8 of the Principal Act is amended by inserting new subsection “(4)”-
“(4)”-. There shall, by virtue of this Bill and without further assurance, be vested in the Nigerian Institute of Cashew Research at the commencement of this Bill all rights, interests, obligations and liabilities which immediately before the commencement were vested in the Cashew Section of the Cocoa Research Institute of Nigeria. - The Schedule to Section 2(1) of the Principal Act is amended in:
(a) Section 1 by inserting new subsection “(2)”.
“(2)”-. Subject to the provisions of this Schedule, the Council of the Cashew Institute shall consist of eleven members, that is-
(a) two persons appointed by the Minister;
(b) the Director of the institute;
(c) five persons appointed by the Governments of Abia, Benue, Enugu, Kogi, and Oyo States;
(d) one person appointed by the Governments of Ebonyi, Edo, Imo, Nasarawa, Ondo, and Osun States in alphabetical order.
(e) one person appointed by the Governments of Akwa Ibom, Anambra, Bayelsa, Cross River, Delta, Ekiti, Plateau, and Rivers States in alphabetical order;
(f) one person appointed by the Governments of Adamawa, Bauchi, Borno, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Lagos, Niger, Ogun, Sokoto, Taraba, Yobe and Zamfara States in alphabetical order.”
(b) by renumbering the schedule. - This bill is cited as Nigerian Research Institutes Act (Amendment) Bill, 2024.
EXPLANATORY MEMORANDUM
This Bill seeks to amend Nigerian Research Institutes Act Laws of the Federation of Nigeria 2004, to establish Nigerian Institute of Cashew Research, Eesade, Ogbomoso, Oyo State to provide research and training and other technical services relating to the cultivation, processing and utilization of cashew and its products.
